Additionally, the country is in the process of constructing the Turkmenistan-Afghanistan-Pakistan-India pipeline. Gas exports to other countries through gas swap mechanisms would assist diminish the risk of over-reliance on a single customer.
Tight administrative measures and the public sector’s dominant role in economic activity have hindered private sector growth. Despite the development of the private sector's share in segments of the economy, the public sector and state-owned monopolies continue to run the economy and the formal labor market. Apart from the hydrocarbon sector, foreign direct investment remains limited. Opening the economy, improving the business monitory environment, accelerating the corporatization and privatization of state-owned enterprises, and investing more heavily in human capital would be pivotal to enhancing private sector growth and achieving medium- and long-term national development targets.
Relations with neighboring nations seem to have calmed, with Turkmenistan declaring diplomatic neutrality in 1995. However, major gas infrastructure business cases are being hampered by its allies. Russia and Iran are opposed to the creation of the Transcaspian gas pipeline, while the Turkmenistan-Afghanistan-Pakistan-India gas pipeline project has not begun, amid disagreements over gas rates, insufficient financing, and uncertain security conditions. The Afghan border remains troublesome, due to the presence of the Taliban and limited military resources.
