On November 10, 1887, the Baku City Duma decided to establish a technical school in Baku. In 1896, the technical school became the "Baku low-level technical school". From 1896 to 1905, 50 people graduated from the mechanic's department and 55 from the construction department of this school. In 1910, the mechanic's department included petro-technical and electromechanical directions. In 1916, the school had 494 students, 20 of whom were Azerbaijanis. In 1918 the school became a polytechnic was named.
The Polytechnic had departments of the oil industry, electromechanics, and construction and architecture, and the number of students was 188. During this period, only 62 Azerbaijanis, including 12 engineers, had higher education in Azerbaijan. 16 November 1920 in the Revolutionary Committee of Azerbaijan "On the establishment of Polytechnic Institute in Baku," the decree was announced.
