The Government of Azerbaijan gives stipends to the academically astute students during their education at both public and private HEIs. In the first semester of the first academic year, these stipends are given to the students who get the highest grades (500 and more out of 700) from the admission examinations to the HEIs.
These students’ tuition fees are funded also from the state budget. In the next semesters' stipends from the state budget are given to those (for both state-funded and self-funded students) whose grades are highest in semester examinations.

In order for you to become a student of a university in Azerbaijan, you must have a document on completed high-school education. Studies in Azerbaijan are conducted in languages inclusive of Azerbaijani, Russian, and English.

Government Funding
The Azerbaijan Government Scholarship for international students covers all the costs of the final candidates. The application for the Azerbaijan Government Scholarship is usually open for Undergraduate, Masters, and Ph.D. students.
The program is open for international applicants, who are interested in getting an internationally recognized university degree in Azerbaijan.
The fully-funded scholarship in Azerbaijan also accepts applications for preparatory courses, graduates, general medicine, and residency programs. The English proficiency certificate (IELTS/TOEFL) is not a fundamental prerequisite, but preferable.
